The Certified Institute of Budget Analysts (CIBA) is Ghana’s premier professional body dedicated to the professionalization of public sector budgeting. Established to close a critical gap in the certification, regulation, and development of budget analysts, CIBA provides a clear and credible pathway for individuals and institutions seeking excellence in public financial management.
CIBA was incorporated in 2025 under the Companies Code, 1963 (Act 179) as a not-for-profit professional body. It derives its regulatory and professional authority from the Professional Bodies Registration Act, NRCD 143 of 1973, which governs the formation and recognition of professional institutions in Ghana.
As a legally established body, CIBA is committed to upholding the highest professional standards in budgeting practice, ethics, and capacity building across Ghana and beyond.
