Introduction
This Membership Policy outlines the eligibility criteria, categories, responsibilities, and conditions governing membership at the Certified Institute of Budget Analysts (CIBA). CIBA is a professional body committed to advancing the discipline of budgeting and public financial management through structured training, certification, and continuous professional development.

Membership Eligibility
To qualify for registration as a student of the Certified Institute of Budget Analysts (CIBA), applicants must meet at least one of the following criteria:
- Hold a bachelor’s degree or higher in accounting, finance, economics, public administration, political science, or a related discipline from a recognized institution.
- Possess a Higher National Diploma (HND) in a relevant field such as accountancy, finance, or business administration.
- Be a holder of a recognized professional qualification, or part-qualified member of bodies such as ICAG, ACCA, CIMA, CPA, etc.
- Have a minimum of three (3) years of relevant work experience in budgeting, financial planning, or financial analysis roles, in lieu of tertiary education.
- Be a graduate of the CIBA Foundation in Budgeting or the Certified Budget Analyst program offered by the Institute of Economics and Finance (IEF), and automatically qualify for admission and be granted full exemption from Level 1.
Note: Exemptions are granted only in Levels 1 and 2 based on the applicant’s qualification(s)

Membership and Examination Registration
At CIBA, the examination structure is designed to promote a progressive and systematic development of competencies across all certification levels. In line with this approach:
- Candidates are required to register for and complete examination papers in a sequential order.
- Progression to the next level of the CIBA programme is permitted only after all papers at the current level have been successfully completed.
- No subject may be skipped or deferred to a higher level, as each paper is foundational to the knowledge required at the next stage of certification.
This sequential model ensures that CIBA graduates possess a comprehensive and integrated understanding of public sector budgeting, in line with the Institute’s commitment to professional excellence, rigour, and relevance to national development
Membership Obligations
Membership Categories
CIBA recognizes the following membership categories aligned with its certification structure and professional development goals:
- Student Member: Individuals currently enrolled in any level of the CIBA certification programme.
- Associate Member (ACBA): Individuals who have successfully completed Level 2 (Diploma in Budget Analysis) and have been granted associate status.
- Certified (Chartered) Member (CBA): Associate Members (ACBA) who have successfully completed Level 3 (Certified Budget Analyst certification), possess a minimum of two (2) years of relevant practical experience in public budgeting and financial management, and have been formally inducted as Certified Members by the Governing Board.
- Note: Individuals who have completed Level 3 but do not yet meet the experience requirement may register as Graduate Members (with a certificate of completion) until eligible for full CBA status.
- Fellow Member (FCBA): Certified Members (CBA) who have acquired a minimum of five (5) years of post-certification experience in public budgeting and financial management, and who have demonstrated significant contributions to the profession through leadership, research, innovation, or policy advocacy. Fellow membership is conferred by the Governing Board.
- Honorary Fellow Member (HonFCBA): Fellow Members (FCBA) with a minimum of five (5) years of post-fellowship experience and who have demonstrated exceptional national or international impact in the field of public budgeting and financial management. This designation is awarded by resolution of the Governing Board.
- Honorary Member: Exceptional individuals, not necessarily certified by CIBA, who have made outstanding contributions to the field of public budgeting and finance. Honorary membership is conferred by the Governing Board.

All members are expected to:
- Adhere to the CIBA Code of Ethics and Constitution.
- Pay annual membership subscriptions by the deadline (January 31st).
- Participate in required Continuing Professional Development (CPD) activities.
- Maintain professional conduct and represent CIBA positively.
Membership Suspension, Revocation and Reinstatement

- Members who fail to pay their subscription by March 31st shall be removed from the register.
- Reinstatement is subject to payment of all arrears and a reactivation fee.
- Members in breach of ethics or who fail to meet CPD obligations over two consecutive years may be suspended.

- Members may apply for upgrade upon completing the next qualification level and fulfilling experience requirements. For information about application and approval procedures, please refer to the CIBA Membership Admission and Registration Policy. This policy applies to all prospective applicants seeking admission into CIBA across all membership categories, including Student, Associate, Certified, Fellow, and Honorary designations.
- Inductions for new CBAs and FCBA upgrades shall be held twice annually.
