  1. Introduction

This document outlines the official pricing and payment policy for the Certified Institute of Budget Analysts (CIBA). It provides a clear and structured guide to all fees applicable to students and members under the professional certification programme.

CIBA aims to ensure quality, affordability, and sustainability while promoting transparency and accessibility in the delivery of its services.

Fee Categories and Structure

Examinations are conducted twice each year, in the months of January and June. Students are encouraged to plan ahead and ensure they meet all eligibility and financial obligations prior to registration deadlines for each sitting.

    • Student Registration (One-Time):GHS 450
      Covers administrative processing, student ID, and access to the student portal.

Annual Subscription (Payable by All Students and Members)

      • GHS 350 (Due by January 31st each year)
      • Late Payment Penalty: GHS 100 (applies from February 1st onwards)
      • Membership Revocation: Any member who fails to renew their annual subscription by March 31st will have their membership status revoked and removed from the register of members. Reinstatement shall require payment of a reactivation fee of GHS 200 in addition to all outstanding dues.

  • Exemption Fees (Per Paper)
    • GHS 650 (all levels)
    • Granted only to holders of approved academic or professional qualifications upon application and approval.
    • Complete Exemption from Level 1 shall be granted to candidates who have successfully completed the Foundation in Budgeting or Certified Budget Analyst programme offered by the Institute of Economics and Finance (IEF). Proof of successful completion, official transcript and certificate must be submitted at the time of exemption application.
    • Exemptions are granted only in Levels 1 and 2 based on the applicant’s qualification(s).

Payment Policy

  1. Payment Policy
    • All payments must be made through designated CIBA payment platforms, including mobile money (MTN, Celetel), bank transfers, and secure online card payments. Cash payments are not accepted at the CIBA Secretariat.
    • Students registering for exams must ensure all outstanding subscription fees are paid.
    • Receipts will be issued automatically through the student portal or can be requested from the accounts office. Students must retain proof of transaction (e.g., receipt or transaction code).
    • CIBA does not offer installment payment options; all fees must be paid in full before the applicable deadline.
    • Dishonoured transactions (e.g., failed mobile payments) must be rectified within 5 working days. A service fee of GHS 50 or more may apply.
    • CIBA does not accept cheque payments; all fees must be paid electronically using the student portal.
    • For international payments, students must pay the USD equivalent at the prevailing Bank of Ghana exchange rate. Any wire transfer fees are the responsibility of the payer.
    • No refund policy applies after registration deadlines, except under special circumstances approved by management.

  • Early Bird Exam Registration: 10% discount for registrations completed 30 days before the standard deadline.

To support professional development and strategic partnerships, CIBA offers group-based discounts to recognized associations and institutions with interest in budgeting and public finance.

        • Priority exemption processing for qualified members of the partner group.

 Review and Amendments

This policy shall be reviewed annually and may be amend
