Purpose
This policy outlines the procedures, eligibility criteria, and governance provisions guiding the admission and registration of individuals into the membership of the Certified Institute of Budget Analysts (CIBA)

This policy applies to all prospective applicants seeking admission into CIBA across all membership categories, including Student, Associate, Certified, Fellow, and Honorary designations.

Eligibility Criteria
Eligibility Criteria
Applicants must meet the qualification, experience, or recognition requirements as outlined in the CIBA Membership Policy. These include academic qualifications, professional certifications, or relevant work experience.
Registration Process
Registration Process
Applications must be submitted at least four (4) weeks before examination registration deadlines or published induction dates. The registration process involves the following steps:
- Submission of Application: Completed membership application form, proof of qualifications, work experience, and a recent passport photo.
- Payment of Registration Fee: As outlined in the Pricing and Payment Policy. Fees are non-refundable after administrative review.
- Review and Verification: Conducted by the Membership and Ethics Committee within 15 working days of receipt.
- Approval: Membership is confirmed upon successful review and issuance of an official admission letter.
- Issuance of Membership Certificate
Sent upon admission and activation in the CIBA membership database.
Deferred, Rejected, or Withdrawn Applications

- Applicants whose applications are incomplete or do not meet the minimum criteria may be deferred or rejected.
- Applicants have the right to appeal within 30 days using the CIBA Appeals and Grievance Policy.
- In cases where an applicant voluntarily withdraws their application before review, they may be eligible for a partial refund.
- Applicants awaiting verification of documents or work experience may be granted provisional membership pending final approval.
Renewal, Upgrading and Re-registration

- Members must renew their membership annually by paying the subscription fee.
- Upgrades (e.g., from Associate to Certified) must be applied for separately with supporting evidence of progression.
- Lapsed members who fail to renew within two (2) years must re-register by completing a new application and paying any outstanding dues and a reactivation fee.

All applicants are required to submit the following supporting documentation:
- Completed application form
- Proof of academic or professional qualifications
- CV or evidence of work experience (where applicable)
- One passport-sized photo
- Valid national ID or passport
All submitted data shall be handled in accordance with applicable data protection laws and retained securely in the Institute’s database. This policy shall be reviewed every two (2) years or at the direction of the Governing Board.
